Opting out of weekly emails does not abide by settings / Unsubcribe link missing.

Bugs Website

Opting out of weekly emails does not work. An email is still received. On top of that you are also not abiding by common anti-spam laws since you do not include an unsubscribe link in the unwanted email. I highly suggest you comply with the latter as the fines can be very expensive for non-compliance.

Not OP, but my weekly stats setting is unchecked and I have not received any of those emails.
